-CGPI - 9.49 /10.00 (Dept. Rank 1)
-GRE - 306 (Q:165, V:141, AWA :3.5)
-TOEFL - 99(R:22,L:23,S:26, W:28)
-DUO - 130
-Work exp - 16 months as Developer
-2 publications(1 local, 1 international) and Online Certifications
-Stand alone projects on GitHub. 
- Academic awards and Honors.

Need some suggestions on ambitious universities which don't consider GRE and is better than ASU.

- except USC (too expensive)

University of Chicago, Northeastern University, Boston University. Among these Northeastern is cheap. I think NEU is better than ASU.

@SharanGondi No idea about IELTS, Sorry. But they won't reject immediately, they review the application based on previous data of students. So if you have overall good profile then give a shot.

Dont think about the cost as "Too expensive". If you get into USC, you can easily make all that money back in an year or two. Also, since its a reputed institution you can get a loan without collateral.

I think UCSD is waving the GRE. It's ambitious as well. But your profile is really good.
RIT is great for CS (My husband is an alumni). He was trying for phD and we noticed that great is waived at UCSD. 
You can consider URochester, UOregon, stony etc
