2)What kind of certifications or skills in cyber security I have to learn before going there??

Selection of countries depends on you. Opportunities are highest in US n fees is also high. If you are concern about your cost then Canada is best, as you will graduate apprx paying half the total tuiton fee when compared to US. 
For Canada you can try for York, University of New Brunswick, Concordia, Ontario Institute of technology.

I would say there are average job opportunities for cybersecurity.... opportunities in cse background jobs are much more.
